A Red Notice is a request to police forces worldwide to locate and provisionally arrest a person pending extradition. The legal action stems from Turkey’s domestic judicial proceedings against 35 individuals regarding Israel’s military interception of the Global Sumud Flotilla in international waters. Afek Moskovitch is an Israeli soldier and former intelligence officer.
