The unplanned visit by CIA Director John Ratcliffe to Moscow was undoubtedly driven by specific and serious reasons.

Upon returning from Moscow, Ratcliffe briefed the U.S. administration on the results of his visit. It is reported that Defense Secretary Pete Hegseth and Gen. Dan Caine, Chairman of the Joint Chiefs of Staff, were also present at the White House meeting.

Presumably, the CIA chief traveled to Moscow to warn Putin against any escalation targeting the Baltic states – Estonia, Latvia, and Lithuania.

According to Politico, Ratcliffe also demanded that Moscow reduce its military and economic support for Iran and stop transfers of weapons and defense technologies.

During the talks, the CIA director also reportedly urged Russia not to “overreact” to a possible tightening of sanctions against countries that maintain economic ties with Iran.

Judging by the Kremlin’s reaction, it has no intention of reducing or halting the escalation. Do the U.S. and its allies have a Plan B? A rhetorical question.

Putin’s schedule was changed because of Ratcliffe’s visit. “The president had a major event scheduled for this Tuesday – hundreds of people were preparing for it. But a couple of days ago, it was postponed,” the Kremlin said.

What is notable is that, amid the prolonged wait for visits to Kyiv and Moscow by President Trump’s usual envoys on efforts to end the war in Ukraine, Steve Witkoff and Jared Kushner, it was Ratcliffe who arrived in Moscow. Along with Marco Rubio, Ratcliffe is often described as one of the leading “hawks” in the U.S. administration and an advocate of tougher pressure on the Kremlin.

Given this, some view Ratcliffe’s visit as a warning that the U.S. could harden its position if Russia continues to refuse to end the war in Ukraine.

Another theory is that the visit is connected to Russia’s escalating hybrid war against Europe. U.S. media recently reported that American intelligence agencies were warning of possible Russian attempts to attack European NATO countries in order to “test the Alliance’s unity.”
