According to The Washington Post, Ratcliffe warned Russian intelligence officials that Moscow’s military and economic position would continue to deteriorate if the war dragged on and urged a return to negotiations. Instead, people familiar with the discussions say Putin emerged more determined to pursue a military victory. In the roughly 10 days since the visit, Russia has intensified its jet-powered drone and missile campaign against Ukraine, while Putin has publicly projected confidence that Kyiv can eventually be forced into concessions.

The episode exposes a serious weakness in Trump’s current approach to Moscow. Diplomacy without credible consequences can reinforce the Kremlin’s belief that time is on Russia’s side, especially when Putin interprets high-level outreach as evidence that Washington wants a deal more urgently than he does. If the U.S. genuinely wants negotiations to succeed, it must pair them with stronger military support for Ukraine, deeper economic pressure on Russia and a clear cost for continued escalation. Otherwise, Moscow has little incentive to compromise while it still believes more violence can improve its negotiating position.
