Giorgia Meloni argues that Moscow is deliberately multiplying provocations against Europe because Putin needs attention shifted away from a war in Ukraine that, she says, is not unfolding as he predicted or promised Russians.

Her warning is counterintuitive: Europe should not give Moscow the escalation it may be seeking. “We must ask ourselves who benefits from an escalation,” Meloni said, arguing that an impulsive European response could serve Russia more than Europe.

She is also pushing for Europe to appoint a single representative for Ukraine negotiations. Instead of an expanding maze of summits, formats and interlocutors, Meloni wants one voice capable of representing Europe more clearly, with the UK and Norway included despite being outside the EU.

Her argument is essentially that Putin may be trying to choose Europe’s reaction for it. Meloni wants Europe to deny him that choice.
