Konstantive Borovoy, a liberal Russian politician and dissident, claims that he provided U.S. authorities with an explicit advance warning regarding the September 11 attacks. According to Borovoy, in 1999, he received intelligence from two Russian military intelligence (GRU) officers indicating that Osama bin Laden was planning a major terrorist attack in the United States utilizing civilian aircraft. He asserts that he passed this information along to U.S. officials at the time, but the warning was not acted upon. [1, 2]
Borovoy has further accused the Russian KGB (now the FSB) and Vladimir Putin of having advance knowledge of the plot and being involved in the training or support of Bin Laden. He documented these claims extensively in his book, Russia Against USA: Russia’s Disinformation Campaign Against the USA, after fleeing to the United States in 2019 following an alleged assassination plot against him. Current Status of the Claims and FBI Freedom of Information Act (FOIA) Requests

The FOIA Request: In light of Borovoy’s public statements, media outlets filed Freedom of Information Act (FOIA) requests with the Federal Bureau of Investigation (FBI) searching for any contemporaneous records or evidence of Borovoy’s warnings prior to September 11, 2001. [6]
The FBI’s Official Response: On September 17, 2026, the FBI formally responded to a FOIA request filed by the Midtown Tribune regarding pre-9/11 records on Borovoy (FOIPA Request No. 1757298-000). [6]
“Glomar” Refusal: Citing privacy exemptions under FOIA laws due to Borovoy being a living individual, the FBI issued a standard “Glomar response,” stating that it could “neither confirm nor deny the existence of such records.” The FBI explicitly clarified that this response does not validate Borovoy’s allegations, but it also does not resolve whether the warning records exist within their databases. Historical Context: The 1999 Moscow Apartment Bombings
Borovoy’s claims regarding 9/11 parallel his well-documented involvement in the 1999 Moscow apartment bombings. On September 9, 1999, Borovoy was warned by a GRU officer about an imminent terrorist attack in Moscow. He immediately passed that intelligence to FSB officials on Boris Yeltsin’s Security Council, but his warnings were entirely ignored. The apartment bombings ultimately served as the primary justification for Russia to launch the Second Chechen War and helped solidify Vladimir Putin’s rise to power. [5, 7]
