President Zelenskyy says President Trump wants to end the war in Ukraine, but argues Vladimir Putin refuses to negotiate even a temporary ceasefire:

“We want to stop this war. President Trump wants to stop this war, and the Europeans want to stop it. Putin doesn’t. We are asking every day to negotiate at least a ceasefire for some period of time and give diplomats the opportunity to negotiate. But Putin doesn’t want that. That’s the problem. That’s why we need to respond. We need to be tough. We need to be strong. And we’re counting on sanctions. By the way, Lindsey’s bill was very important.”

Today in Washington, we had a major meeting with representatives of both parties in the Senate – more than 60 senators were present. Thank you for this support and for your high assessment of the results of our warriors on the front lines and Ukraine’s ability to respond justly to Russia for its strikes against our people. We discussed many issues, first and foremost, anti-ballistic defense. Thank you for your readiness to help.

It is symbolic that today, as we bid farewell to Senator Lindsey Graham, the Senate held a procedural vote on a bill imposing sanctions against Russia that he had worked so hard on. It was an honor to be present as the votes were counted – 86 senators supported the bill. This is the first step toward implementing Lindsey’s plans, and certainly a step toward peace. It is important that this tool works.

I hope that the Graham-Blumenthal Act will be passed and implemented.

However, the main issue for us is the preparation for forming negotiation positions for the autumn.
Conventionally, we are keeping in mind the date of September 20th, when Xi Jinping visits the US. Of course, Russia’s war against Ukraine will not be the central issue, but nevertheless, this war matters for global issues that need to be resolved: the energy market, food supply, navigation, and security.

There are a number of factors that contribute to “forcing” Russia into real negotiations.
Putin may announce mobilization and initiate an escalation in the autumn and winter, but the Russian population is beginning to understand the price of this: thousands of deaths, economic ruin, and the devastation of the country. Therefore, mobilization is an extremely unpopular topic in Russia.
Obviously, Putin is fixated on the war. But that does not mean he cannot be forced. And Putin is not eternal. Fury alone will not be able to fundamentally turn the tide.

Ukraine is ready for a blockade of Crimea, Ukraine is ready for a blockade of the Azov and Black Seas.
Ukraine is conducting an increasing number of strikes against oil refineries and thermal power generation deep behind enemy lines. Ukraine is capable of destroying a large percentage of logistics.
Ukraine is also ready to work on expanding its technical capabilities.

Ukraine wants peace. Ukraine does not want war.
Ukraine does not want humanitarian disasters in winter and civilian casualties.

It is far more rational for Russia to de-escalate and negotiate. Russia / Putin must be forced.

There is an aggressor state – the Russian Federation. There is a victim of aggression – Ukraine.

Ukraine’s position is extremely clear: the aggressor must not be rewarded and the war must not be stopped exclusively at the expense of the victim, otherwise the war will never end.
