Newer PAC-3 missiles cost about $4–5 million each and are hard to produce quickly, while stockpiles have been heavily used in recent conflicts. The cheaper, easier-to-make PAC-2 versions will help refill inventories and defend against aircraft, cruise missiles, and some ballistic threats.

The UAE is expanding Fujairah and Khor Fakkan ports along with the ADCOP pipeline, while Saudi Arabia is boosting capacity through the Petroline pipeline and Yanbu on the Red Sea. Even at full capacity these routes can handle only 9–11 million barrels per day compared with the 15–21 million that once passed through Hormuz. Kuwait, Qatar, Bahrain and southern Iraq remain almost entirely dependent on the strait.
