Russian GRU (Officially GU)
The Glavnoye Razvedyvatelnoye Upravlenie (GRU) is Russia’s foreign military intelligence agency. While its name was officially changed to the Main Directorate (GU) in 2010, the acronym GRU remains universally used by both the media and the Kremlin.
Unlike Russia’s other intelligence agencies (like the FSB or SVR) which report directly to the President, the GRU is subordinate to the military’s General Staff and the Minister of Defense.
Capabilities: The GRU operates globally, managing intelligence collection (human and satellite/signals), cyber warfare operations, and its own highly trained Special Forces (Spetsnaz).
Notable Operations: The agency is known for its aggressive, high-risk operations on foreign soil. The GRU has been widely implicated in the 2014 annexation of Crimea, the 2016 hacking of the U.S. Democratic National Committee, the 2018 nerve agent poisoning of Sergei Skripal in the UK, and devastating cyberattacks on Ukraine’s power grid.
Ukrainian GUR (or HUR)
The Holovne Upravlinnia Rozvidky (GUR or HUR) is Ukraine’s Defence Intelligence agency. Following the collapse of the Soviet Union in 1991, Ukraine inherited the intelligence assets of the Soviet military districts on its territory. The GUR was built directly from the remnants of the Soviet GRU.
Capabilities: Like its Russian counterpart, the GUR handles both intelligence gathering and kinetic military operations, maintaining its own elite Spetsnaz units.
Notable Operations: Under the leadership of Lt. Gen. Kyrylo Budanov, the GUR has taken on a highly public and aggressive role in the current war. They are responsible for orchestrating deep-strike drone attacks inside Russian territory, assassinations of high-profile Russian collaborators, maritime drone strikes against the Russian Black Sea Fleet, and daring helicopter resupply missions (such as the defense of Mariupol).
The Symbolic Rivalry: The Bat vs. The Owl

Historically, Russian Spetsnaz and the GRU have used a bat as their unofficial symbol (representing stealth and night operations). The GRU’s motto is “Only the stars are above us.”
In 2016, following the Russian annexation of Crimea, the Ukrainian GUR completely overhauled its branding to send a direct, taunting message to its Russian counterpart:

I received Azerbaijan’s Minister of Foreign Affairs, @Bayramov_Jeyhun. This is the Minister’s first visit to Ukraine since the beginning of Russia’s full-scale invasion. He began his visit in Irpin, where he visited a school, a hospital, and a rehabilitation center supported by Azerbaijan. We are very grateful that, during these difficult days for our country and our people, you found an opportunity to come and support us. Thank you for your solidarity with our people.
I informed him about the ongoing Russian strikes on Ukraine, the situation in the Black Sea, and Russia’s blockade of the grain corridors. We discussed high-level diplomatic contacts, defense partnership, as well as economic cooperation in the energy sector, the oil and gas industry, and agriculture.
I am grateful to Azerbaijan for its support for Ukraine, its energy and humanitarian assistance, and our constructive dialogue.
