After 18 months of negotiations, Syria and Russia have reached an agreement on the future of the Russian presence at Hmeimim and Tartous.
Under the memorandum, civilian facilities—including Hmeimim Airport and Tartous Port’s fourth commercial berth—will gradually return to Syrian state management.
Military facilities will be restructured into joint Syrian-Russian training centers rather than operating as traditional military bases.
The transition is expected to be completed within three months.

Israel has rejected President Donald Trump’s 15-point Gaza plan, with Prime Minister Benjamin Netanyahu saying Israel will not withdraw from its current positions until Hamas is completely disarmed. Netanyahu has also said Israel did not agree to the latest U.S. backed draft and has submitted its own changes.
The development comes amid separate reporting that, during U.S. Central Command (CENTCOM) Commander Adm. Brad Cooper’s recent visit to Israel, Israeli officials indicated that Israel is prepared to resume military operations against Iran unilaterally if it determines that further action is necessary. Earlier reporting has also indicated that Israel and the U.S. have maintained contingency plans for renewed strikes against Iran during the ceasefire period.
