Global Risk: Transforming American Biosecurity
fas.org/publication/transfor…The United States’ biosecurity governance system is structurally incapable of detecting and responding to certain classes of threats. U.S. biosecurity tools have not kept pace with technological advancements or a changing threat landscape. The National Security Commission on Emerging Biotechnology (NSCEB) unanimously recommended creating a consolidated, dedicated capability to address this structural failure. Section 6 of the Biosecurity Modernization and Innovation Act of 2026 (BMIA) represents the first legislative step toward implementing that recommendation. This paper presents the diagnostic case for why piecemeal reform is not sufficient and sets out seven design requirements that any viable institutional solution must satisfy.

A KGB officer walking into a U.S. consulate can change history fast. Defector walk-ins give the CIA names, methods, and warnings no satellite can see. That’s why HUMINT still matters. #CIA #HUMINT #nationalsecurity

Getting a defector out is only the start. The CIA has to debrief, protect, resettle, and watch for enemy reach-back. A walk-in can save lives, but handling one wrong can burn sources and secrets. #CIA #Counterintelligence #Nationalsecurity

🇷🇺🇺🇦 Russia is now shopping abroad for gasoline
The Kremlin admitted it is in talks to import gasoline, a strange look for the world’s second-biggest crude oil exporter.
Months of Ukrainian drone strikes have been hammering Russian refineries, and the home fuel market is cracking.
Putin himself admitted the shortage over the weekend, and rationing has already kicked in across several Russian regions and occupied Crimea.
A petro superpower lining up to buy fuel is the clearest scoreboard yet of what those drones are doing.

Igor Girkin, a former officer with the Russian Army who played a key role in Russia’s annexation of Crimea, and who was later tried and imprisoned for his public views against Vladimir Putin’s ongoing strategy in Ukraine, has said in a post to Telegram from his prison cell, that Ukraine’s recent large-scale drone campaign against energy, industry, logistics, and military targets in Russian-occupied Crimea is the “setting the stage” for Ukrainian amphibious and ground operations aimed at recapturing Crimea.
