Systematic strikes by Ukrainian forces have disabled 42.7% of Russia’s total projected oil refining capacity as of early July, according to the General Staff of the Armed Forces of Ukraine.
The campaign has hit eight Russian refineries over the past month alone, contributing to an estimated $13.5 billion in industry losses since August 2025 and triggering localized fuel crises across more than 50 Russian regions.
