Trump is beginning to reduce the American military presence, arms, and funding in Europe.
The second problem is a deep rift within the alliance over continued funding for Kyiv, as several allies are now flatly refusing to provide additional funds.
The third challenge remains Russia’s threats against Poland and the Baltic states, against which Moscow may be preparing a large-scale provocation against Poland.
Furthermore, NATO countries are expected to formally pledge €70 billion in military aid to Ukraine in 2026 and “at least equivalent levels” of support in 2027. However, in reality, this figure represents a reallocation of existing budgets, not new infusions.
Even more problematic for Zelenskyy are reports that he will not participate in the main part of the summit the following day and will not, as in previous years, deliver a powerful speech to NATO leaders. Instead, the alliance has decided to sideline Zelenskyy and the entire Ukrainian issue, fearing to irritate Trump.
