Speaking in connection with the Coalition of the Willing, President Emmanuel Macron confirmed that Paris is speeding up deliveries of interceptor missiles and other air-defense equipment as Ukraine faces an increasingly severe shortage of ammunition capable of countering Russian missile attacks. Macron has also confirmed France’s readiness to provide Ukraine with production licenses for missiles, while Paris and Kyiv have made air and anti-ballistic missile defense a priority of their expanding defense-industrial cooperation.

The licensing component could ultimately prove even more important than individual deliveries. Ukraine’s long-term objective is increasingly clear: move from dependence on limited stocks supplied by allies toward domestic production of Western-designed interceptors. France’s decision therefore represents another step toward integrating Ukraine directly into Europe’s defense-industrial base and building a more sustainable Ukrainian air-defense architecture for a prolonged confrontation with Russia.
