Moscow has a long list of broken NATO assurances on expansion and a long list of derailed agreements over Ukraine.

One group makes promises and the other breaks it. Three examples:

Biden said that the stop to NATO enlargement to the East was indeed officially promised to Gorbachev, but never formalized.

Marco Rubio said in June that there had been “a proposal in Alaska, but there was no agreement.”

Sarkozy and Merkel said that Minsk was just a decoy to gain time. They wanted to enhance the Ukrainian army, which had been unable to defeat the ramshackle Donbass militia supported by Russian volunteers.
