The former CIA director said every Russian refinery within roughly 3,000 kilometers of Ukraine has been struck. He also claimed that fewer than 30% of gas stations in Russia still have fuel available, while the quality of some remaining supplies has deteriorated enough to damage vehicles. Petraeus described the damage caused by Ukrainian strikes as enormous and said the situation for Russia is continuing to worsen.

The important shift is that refinery strikes are no longer only producing local outages. They are beginning to create broader pressure across transport, logistics and the domestic economy, while forcing Moscow to divert more resources into repairs and air defense.
