– A top-secret President’s Daily Brief prepared for Bill Clinton on 28 August 1998 (a week after US cruise-missile strikes on al-Qaeda bases following the embassy bombings in Kenya and Tanzania) said Bin Laden was “looking at options for further attacks against the US as well as the UK.”
– A December 1998 memo repeated “strong indications” that he wanted to attack the US and allies such as the UK and Israel on their own soil.

– The same files also referenced possible aircraft hijackings, including flying an explosive-packed plane into a US city.
– Other documents note Bin Laden’s anger after British police detained two of his London-based associates in 1999, and describe the UK as a recruiting ground for fighters.
– The CIA director John Ratcliffe released the redacted trove (71 documents) to mark the 25th anniversary of 9/11.
– The UK lost 67 people on 9/11, more than any country except the United States.
– The 7/7 London bombings followed 4 years later.
