🇫🇮🇪🇺 STUBB: MOSCOW WANTS FEAR TO DO THE WORK
Alexander Stubb’s assessment is that Russia does not need a full-scale war with NATO to weaken Europe. If intimidation, sabotage and hybrid pressure frighten governments into reducing support for Ukraine, Moscow has already gained something without crossing that threshold.
The Finnish president argues that Russia currently lacks both the interest and capacity for a major military escalation against NATO. His prescription is not complacency, but discipline: expect more probing and threats, identify them clearly, impose consequences and refuse to let panic dictate policy.
He pointed to Germany’s response after the attempted Leipzig drone attack, publicly attributing responsibility to Russia and spelling out consequences, as the model he wants Europe to follow.
Finland has particular reason to watch closely. It shares NATO’s longest border with Russia, roughly half of the alliance’s entire frontier with the country. Yet Stubb says Finnish intelligence currently sees activity, but no imminent military threat.
Vigilance without hysteria.
On Ukraine diplomacy, Stubb is keeping expectations limited. He said a comprehensive peace deal is not expected this week, but suggested that even a Black Sea ceasefire framework linked to grain or energy could represent movement.
He is also looking toward December’s G20 summit in Miami. Stubb floated the possibility that Trump could eventually bring Zelenskyy and Putin to the same table, calling such a meeting a potential “jackpot,” while stressing that negotiations remain far from that point.
His broader argument is simple: Russia can keep testing Europe below the threshold of open war. The more fear fractures European unity, the less Moscow needs military escalation to achieve political effects.
